yes 13% seems too high. it should be a bonus if you get the effect, like the stun gun, not a major part of your build
and also shrinking people is funny, but if your doing it 2-3 times in a fight its not really that funny anymore.

Isn't it 5 percent chance to connect?

It should be blocked when you block. Take a look at Arazeal bane and Celtic Cleaver as far as i am concerned when you block the effects are blocked. Then let look at the chance? It got a 13% chance while the other swords have 5% chance. So logically all of them should b 5

Well you can't exactly block a curse....So I guess it makes a bit of sense....maybe.

its actually 7% for the celtic cleaver to connect it was 5% for the azarael bane to crit

at least the Celtic Cleaver isn't so prevalent in 1v1 these days, when it came out it was horrible.
you would need to block them 2-3 times and not get stunned to stand a chance.

I think it SHOULD work blocked because the chance of curse is lesser than the chance of critical!

I think losing 20 support is underpowered.

Being as i have little to no support, a luck based skill is not something a would be caught dead using becuase no one takes a stratiegest who uses luck to win serious and no offence to those who use Support it is a great skill fo ralot of builds mine just is not one of them. Skrink is a comicial appeal to me i have only been shrunk once and that was by our wonderful Fay Beee here on AEF so even though it improves their luck it is only by a fraction when compaired to how much a high powered Smoke will do to your block rate.

I don't touch my delta gear nowadays (I'm having WAY too much fun with the Devastators), and I think it's absolutely insane that you are cursed on a block. I, personally, don't rely on support for attack. Now, when a TLM smokescreens me, even if I block, my reflex boost, energy shield, AND bazooka are nerfed, and seeing as a focus build is 50% defensive, I need those. I agree with your idea, it shouldn't work if it's blocked. It makes no logical sense. Neither does deflecting a missile or bullet, but you get the idea
