The Dragon Blade basically has to pay someone it looks down upon to look down upon the Draconic Blade. It's actually BETTER to get a Magic weapon of your level and hit a Dragon's 130% resist than it is to hit them with the Draconic Blade. It ends up only doing 120% damage to Dragons after the Void conversion, so it's basically just something so a Mage can get Draconic Blast and not have to swap weapons, but swapping weapons is far more effective.
