I don't like hex' staff

whenever banning a hacker(scammers count except for 4), please do these things too:
1.) ban the account
2.) ban their email attached to the account
3.) ban their IP address
4.) make the system detect whatever hack they use(if possible)
5.) protect the account they hacked

when creating a account:
make up two security questions and answers to them, somewhat alike to Yahoo Mail.
whenever in the need of changing a password or email, the player will have to answer the question first, proving that it's their identity.
