Exile leader is Oz?

As you all know,Oz is the leader of Exile.The Oz in central station is verry weak,while Exile leader is lvl 50.Oz and Exile leader has same beard.Could the Oz in central station be a decoy while the Exile leader is the real Oz?Discuss!

The Oz in Central Station is the real Oz. So is the Exile Leader. They are one of the same due to the limitation that your character cannot be in two places at once. Oz in Central Station is the post-war Oz, the Oz who was released from Caden's prison. The Oz at the Exile base is the battle-ready Oz, prepared for the next major event.

And you are right,I just found jumper cables attached to his nipples LOL.

Maybe they just repainted a junker armor that will look like oz.

 First things first. Oz has stubble. Exile Leader has a beard. Unless there is a time machine in Old Fortune City that sends you to the future where Oz has a beard, it's probably not him.
