I pondered if missions should be rare. Since this game is now having an evolving on-going story line, missions provide pieces of the story for all players to follow. If they go rare, then parts of the story will be missing. I think maybe adding a special library within the Delta, and with missions that have been considered past the current arc of the story, they should be archived there in chronological order as mission make-ups for players to complete. As the game continues this direction, as players want to be involved in the story-line, it can also loose players if they are not sure what has transpired. Missions should have tags like Game, Seasonal, Story-line, and once the story-line has been completed, it would transferred into Archived. So some of the npcs who have perished, adding an archive version of them within the library so players can duel them for mission completion would be a bonus. Once the mission goes archived, players can complete the mission, but no bonus would be given. So achievements, battle tokens, or credits are not given, but only completion of the mission. Players who are active within the given story-line should obtain those rewards, and that will be the bonus of being part of the game. Addition: Having not one library, but 2. One Exile, and the other Legion. Since these missions were created in perspective by each affiliate, it would interesting to see how history is told differently by the agenda.
