OK, lets get some numbers flashing. Comparing Primary weapons of the same rank (seasonal rare), type (physical), rarity (very close), price (very close), number of enhancements (8), and 1 level difference...
I am comparing the Wraith Axe and Hammerhead Maul:
The Wraith Axe (34) has 26 stat points while the Hammerhead Maul (33) has 25 stat points. There is a stat difference of 1. Then there is the damage difference, a damage difference of 1. Since damage in Strength for example is scaled at a ratio of 4 stat points to 1 damage in the stat progressions (4 Strength ≈ 1 damage), the total stat difference between weapons of 1 level difference, it is as Basicball mentioned, 4-5. Then there is the number of allocatable stat points per level up... 4. Therefore, since there are 4 stattable equipment types (Primary, Sidearm, Auxiliary, Armour) and 1 level involved in a 1 level difference...
For each level, there would be an advantage of 25 stat points in the favour for the player of the lower level. For every 1 level lower than another player, that player has a 25 point Support advantage over the other player in terms of first-turn Support advantage.
So it would work like this:
Level 30 @ 80 Support VS Level 34 @ 120 Support
Level 30 has a 100 point Support handicap for first turn, making their first turn Support advantage 180. Therefore the level 30 starts the match.
Level 34 @ 120 Support VS Level 34 @ 150 Support
No first turn Support handicap involved, the Level 34 @ 150 Support starts the match.
