Title. I have created a Forums account before when I was new and I forgot it's password which resulted me to make this account. I would just like to delete it because I am not using it anymore and is useless. Anyone know how to delete it or who to PM about this? Thanks.

Just PM a moderator from this list, although you might even need an administrator to sort this issue out. Typically forum accounts are not deleted. One possibility is that they might either let you keep using this account and ban the other one for multi or ban your current account for multi, reset your password, and have you use your old account.

If you believe you have lost the password for that account, you should explain this to staff listed in the link provided above.
You have already created your own present account, why bother the other account to get deleted.
Forum accounts cannot be deleted by forumites, you should confirm to them that the account you want to get deleted was yours.

To add on The Game's post whenever you forget your forum account's password you just can reset its password
by clicking the "Login" link and "Forgot your password?" link, then enter whatever email your forum account is registered,
then click the "Send me my account info" button. However, you have created your new forum account.

As far as I know you have to choose which forum account you want to use since you may only have one forum account.
So, you can

one of the Head Forum Administrators, I suggest you to

Scakk to handle this issue.
Otherwise, it's up to Scakk to decide which one you may use it(the old one or the new one).

Thanks for the help guys! I have PM'ed Lady_Tomo about the issue, and I have looked through the Member's list. The said account was already terminated.
