As the title states: separate the chance of contacting from Dexterity and add it to Support. Right now Dexterity boosts the chances of both blocking and hitting. If we take away the chance of hitting we manage to reduce the effectiveness of the two overused builds: Strenght builds and Focus builds. Both of these rely on Dexterity for physical protection plus block and hit chance. Dexterity would still remain as a strong stat, which boosts physical protection, chance to block and still enhances a few skills. An addition of hit chance would serve to boost the weak Support stat and lessen tanking. It would also increase Support's value as a 'luck based stat' and boosts it's offensive value.

So, what are your opinions on this subject?

Then you have Shadow Arts, requiring 42 support, then bonus Support increasing the chance to connect.

(If this is put into effect, CH will be OP; make MAlfunction improve with Dex then)

Not supported, and this should go into the Balance Forum.

Ah yes, I'll consider moving this to the Balance section.

As for the CH: the requirement of SA could be swapped with Strength, for example. That might prevent them from investing all their stats in Dexterity and Support. Besides, the old maximum and minimum percentages would remain the same as they are. So, no class wouldn't exactly become OP over the other.
