In fact, quite a few rare items in real life exists in extremly low quantity, and can never be obtained by anyone, unless traded or bought from a collector. So yes, quite a few rares in real life are permanently off limits to everyone else, which is the aspect AE goes for. It already fits the real world definition perfectly. quote:

We have no idea if Nulgath plans on making Promo characters perma rare or not. He could just add them in the wild and make them more elusive and harder to catch than Poison Drake. And seasonal rares come back every year anyways(aside from Grandfather Time which has a different version each year). Though I do admit I'd like to see seasonal characters become harder to find outside of the season but easier during the season(for example, having Sprout show up as often as Poison Drake while it's not October but when it is then he'll appear more frequently). Nulgath is against the ideas of rares in the first place after all. I'm already happy with my rare characters, and if no more were to be released, then at least I'd have these. And when exactly has Nulgath expressed a disliking to the concept of rares? I'd say that from what we've seen so far, both in AQW (where he might have been ordered to make them, but didn't seem to be against it) and here (where he has complete control), he doesn't seem to have any problems with making them.
