Lvl 1 atom smash is already too op. For 1 stat point, you get so many benefits. I had a guy do 4 atom smashes on me and then healed. Nerf the damage conversion to 32% for lvl 1, but increase conversion at lvl 4, because merc builds spam this move for only 6 mana, to ruin your game.

There's something wrong about the fact you couldn't kill him in 4 turns if all he was doing was atom smashes.

4 atom smashes on you?
Maybe you need to rely a little less on energy...

you need a build that whenever a situation occurs you know how to counter it. Atom smash has a cool down of 2 turns. that means 8 rounds and he healed so 9 turns and it went longer. that is a long fight. i would highly suggest optimizing your build or retraining and trying out a new build for your class.

Colosso uses a atom smasher build to make sure your energy goes to 0 and stays at zero. The low cost of the skill plus the high base energy plus a decent reroute makes this tactic cost nothing. If they are running a tank build then the drawn out fight is completely possible and your lack of energy plays more into their hands if you are not using a strength abuse build

it is blockable and well if u hate atom smash so much get the generator skill core. and if u still face the problem use this rule if u cant beat em join em atom smash/emp/asim/emergy shot/energy storm them before they atom smash/emp/asim/emergy shot/energy storm you. oh another tip increase dex and put the ninja reflexes core.

Well, I managed to beat the guy. But the point of this post, wasn't some sort of cry for build assistance (my build wins about 75% of the time, so that's good enough). I was just pointing out that lvl 1 atom smash is too cheap, for 6 mp you can take out 25 mp. It seems, that every mercenary is saying that it is fair, because it is blockable, even though it HARDLY gets blocked.

EMP- for 10 EP you can take out a guaranteed 20+ ep, which makes it better than atom IMO.

I actually somewhat support this, mainly because this is exactly what OPed TLMs in extremely high win rates back in Delta. I think the base amount should be reduced and the scaling per stat point increased so that it's worth investing into but doesn't become overly-useful at level 1.
