Some moves cost very much energy point and gain low damage bonus.Some moves cost less and making high damage easyly.
This need think better. 5 lvl plasmabolt is killing move. cost so less (if i remember rigth) 21 energy points. doing high damage.
Plasma cannon need very high technology and max skill point and still doing low/medium damage and cost 33 energy points.

Debuff cost low/medium and can do devastaing damage(combo) EVEN TANKS and cost low/medium.

Buff costs low/medium and giving easyly medium/high defence/attack.(skip turn)

Some moves cost extreme much energy points (surgigal strike for mercenary)

Tell yours opinion others moves too.

hmm yes plasmabolt is a very devastating move when abused with a tech build, other skills are fine as it is.

Some moves have side-effects. Thats why plasma cannon and surgical cost so much, plasma cannon has a 25% crit base chance, and surgical takes away 50% of opponents rage, and steals 30% of damage done.
