maby make it that u cant fight the same person over and over again maby make it that you need 4 fights before you can fight the person again.
its getting ridicilous fighting a player 5 times over who uses a freakin dex spamm build

 There already exists a system that prevents you from battling the same person multiple times.
Atleast that is what rabblefroth told us here.

You also have to take look at the possible match ups, as sometimes there are no other opponents searching for a battle, which makes you end up with the same person a couple of times.
Such systems are (probably) hard to develop and honestly, i rather want to find a battle against someone multiple times, than not find any battle at all.
Gives you a shot for sweet revenge.
