Capitalized names don't make a difference other than what people actually see on the forums. Other than that, you can log in to the forums without those capital letters since the username field is non case sensitive. (ie. you could login as "little rascal") This post explains your second question. quote:

But again, if someone starts writing to me twice a month asking me to fix their capitalization, I will end up telling them to make a choice and stick with it. So you can request a name change to modify capitalization, without that 'counting' as the one name change you are allotted.
