Ok, as a new player all you do is complete missions until they're all gone and then wait for a new saga to be released, being clueless. The storyline only makes sense depending on which phase you started playing this game in. Or how much research you did on the game.
Can we please keep all the sagas/rare NPCs that have been released? When a noob goes to fortune city right now and watches the cutscene of admin 11 killing admin 12, he is going to think, " Who in the world was admin 12 and why was he blasted to bits? Ehh, probably no one important because he was holding an ugly gun :P"
So to keep the player up to date, the NPC admin 12 is still there. When he has completed all the quests/sagas concerning admin 12, then the cutscene where he dies will be available. Same goes for any other rare NPCs.
For sagas, keep the missions. Maybe not all the sagas, but just the ones being important to the environment like the Bionic saga.
As the player completes a saga, the next one will be unlocked in chronological order. It won't be against PVp, because most of the missions concern PVp!
Wars, of course, will never be accessible again.
To add to this, maybe there should also be a theatre mode where you can watch all your unlocked cutscenes to view your progress through the game
To make older players have more benefits from these rare missions, maybe the rewards should be a bit lower than before. And the Cheevos will be different: giving less points and with a new name
