Static Smash is OP. I usually lose a fight because some Merc used it 3 times in duel. Sucks up all my energy, then they can do it again and again and again. If you could do this, you might as well be allowed to use Azrael's Will every turn.

Who said its a bad class? They can own. If you don't have any good builds for it doesn't mean it's a bad class.

What if mercenary didn't have static smash? Will they lose? Yes they most likely will.

No one's opinion is false (or true) because it's an opinion... Also, I'm pretty sure they didn't mean SS is a passive, but the fact HA and Adrenaline will not be passive, it may bump down Merc's power overall thus not having great defence and taking a lot of EP away (combo).

Well how many Mercenary's did you used to see before they were given Static Smash? hardly any besides the support builds.

True but its quite a known fact before Mercenary's had Static Smash they were garbage good for nothing but fast killing support builds.
I am really worried about this Passives & Actives change sounds like another bad bad thing happening in ED.

^ actually its a necessary move to nerf down high hp / high str builds becuase of that they won't have turn to activate their actives-passives while high defense or focus builds will have enough time to do it.
because of skills like bloodlust and deadly aim and retour giving huge advantage to high hp builds.

also because of the HUGE advantage that happens of defensive skills early in game like lvl 10 merc being totally invincible maxing his hybrid armor which has caused serious unbalance in the low levels.

also, in addition to the conversion % nerfs how about upping the cooldown to 4 turns?
