examples:
Increase cost for skills for sword
more advantage for using class weapon
etc etc...
Make the class weapon restricted skills have a more useable outcome

So far they all do. But you should also try providing some logic behind this suggestion.

For example buff frenzy and all the other class weapon restricted skills provided.
Since swords provide more dmg and stat points nowa days a sword is more useful.

Frenzy already gives almost double the amount of health then mark of blood, for a much lower cost. All the weapon restricted skills ARE more powerful. Except venom strike, toxic grenade has it beat...

Uh... unlike MoB, Frenzy does not last 4 turns, has a really annoying support requirement, and if you get blocked, it's nothing. Plus MoB can be used by your partner in 2v2. And Massacre vs. Surgical? I'd say Surgical is better, but that's my opinion... EMP grenade vs. Atom Smasher, I'd go with EMP as it's unblockable and can drain twice as much. Cheap Shot is worse than Fire Scythe except for the 25% crit. These are just a few examples, although I do admit a lot of class specific skills are better. I'm just saying that not all are.

That 25% crit is why cheap shot is better, plus the energy cost is much lower. Atom smash can drain as much as an EMP, if the amount of str is there. It costs less, too. I agree, surgical is better. Frenzy, I believe like static charge is now unblockable? Don't quote me on that though. Not to mention, that tac merc has 3 skills that give hp back. Field medic, frenzy, and satellite strike.
