Back when I was playing a couple years ago, the game seemed pretty well balanced. Merc were no longer so OP and things were looking up, but now it seems everybody is playing as a Tech Mage, and Merc are completely useless. Somebody 5 levels below me was highly impressed when I barely beat them (I'm a merc atm).

How could the devs let the game fall into this state and not immediately fix it? Shouldn't balancing be the #1 priority in a PVP game such as this one?

It should, I agree,
But unfortunately it seems ever major mechnic change to the game has created major brocken balance needing fixing.

Do not doubt the fact techies will get nerfed, just they like taking the slow route and often mix content in before.
Belive it or not balance has been worse, when TLMs were first introduced they were incredibly OP and that took months for them to fix, never the less they did it.

Any way OP techies are a result of recent passive removal so I can understand the need for a long wait for them to smooth out the change.
A good start to that would be giving all skills a cost, we will see.

While this is true, most players I have seen would sooner copy something they know works rather than make something on their own with the threat of losing.

The game was never balanced to begin with. Even back then there were only but a select number of build you could you. Difference is back then there was a lot less content and items that affected game play as it is now.

Heck when I started the game was more balanced then it is now.
