Hello Dragonic1,
If I am not mistaken, by friends you mean friends online the forums? Well to add friends on the forums, it is more or less just having them added to your address book. This means when you click the inbox button located on the top right of the screen then you can see a box where it says friend's online the forums.
To add friends on the forums you just need to find a player, and click this  , it is usually located on a players profile, or underneath their name after their post next to the PM button.
Hope this helps, though if you mean friends in a game please specify :).
