Actually this has been suggested few times before but the main reason that this was not supported by the comunity was that the amount of players online are low and this would mean huge waiting times....
Also the fact that levveling up would kind of remove the point.
(THIS EXCLUDES LEGENDARY RANKS)
Think about it this way.
So when starting at level one the chances of you fighting higher level player are pretty much 80%. (The only other level you can fight apart from higher level than you is the same level (level 1)
At level 2 the chances of you fighting a higher level is like 70%. (You can fight someone 1 level below you, someone your level (level 2) And someone higher level than you.
So you might think that at level 6+ you have reached the peak where you fight people who are eather the same level, they are higher than you by 1-5 levels or they are lower than you by 1-5 levels)
So it should be fair. Right? Wrong.
To level up to level 2 you need 40 exp but to level up to level 40 you need something like 30,000 exp.
meaning that you are more likely to fight someone higher level than you because it simply requiers them to have more exp to level up (more fights) And this continues up to level 40!
Making the player want to level up more and more to loose less.
And this is the 2nd reason why they dont want you to fight the same level players as then leveling up would be pretty much pointless and wouldnt give players the urge to play.
