 So seasonal shop has changed but no sign of the 2nd upholder void and I don't think anyone has found Turkonian yet.

Check malakai shop and the 250 sgs thing. I would guess the triangle or lake for turkey or grotto. Always the chance they forgot to put them in game like they did a few moths ago with a release.

So far I've found Bill Hunter and Revonthurkey in the wild (Forest/Mountains/Sleepy Wolf Inn PvE). I'm guessing Turkonian would be there too. Kind of lazy of them to always put the seasonals in the same place, but I guess I shouldn't complain.

Sage decides on the characters location when they come in game. 2nd upholder and the turken haven't been coded into the game.

Why would Nulgath upload the design notes saying Hanzo Void and Turkonian are released if he knows they won't be?

Yeah, but that was a mistake, right? Does Nulgath not know what's happening two weeks in a row? I assume Warlic and Nulgath have direct contact.

Seeing as Nulgath doesn't use his twitter for anything besides posting and never replies and also he never plays OS im guessing he barely even knows what going on in this game at most times he doesn't have to get involve with bugs thats warlic job so he has no reason to get involved unless he's drawing and animating characters what happens after that is warlic's job.

Turkonian is in the game as well as the 2nd upholder void, anyone that buys SGs between October 31st and January 1st will get it, we just need Captain Rhubarb to have some free time to set up the promo to distribute them properly.

I've seen every dev besides Klunk and Nulgath and I use to play this game over 10 hours a day and never seen him and no one with him on there friends list has seen him log on since alpha.

Maybe he's created an account which is not called "Nulgath"? From experience, publicity can be annoying sometimes.
