We will not be doing this, for the following reasons:
Older players get an edge due to their phase achievements being worth a lot more Rating Points. Adds up over time, and you only had to redeem them - no effort needed.
More active players get another edge, since they will have more Credits at their disposal. Coupled with the way in which the Legendary Mode works, it would only harm balance.
Slightly promotes the P2W concept, since some past achievements required you to pay Varium or spend a lot of it to stand a chance (Daily War Hero comes to mind). There's also the matter of Varium players having alternative payment method to Credits, so they can use Varium for items and Credits for achievements - instead of just Credits.
Achievements were described before as something to show off to others, based on how active you are and how long you've been playing for. They weren't designed to affect PvP (and balance) and will NOT be either.
