You could do this, and then make different weapons have some variance. Some weapons have high damage low crit chance, some have low damage high crit chance, some are in between. This seems like a good way to really improve the feel of combat. Honestly, i feel like they need to introduce more RPG elements into the game as well, like weapons having different stat scalings from each other, but i feel like they don't want to add things like that.
