dont know if this is a bug or not but i got a private chat request from a random player , i checked my buddy list and he wasnt in it . i saw some other post from another person who had the same " glitch " a while ago

Check and see if he's in the same faction as you. If he is, faction members can send private chat requests to other faction members.

People in your faction, moderators and moderators' alts can all send you a private chat request without being on your buddy list.
