The Birth of Titan achievement is available only during Titan's Birthday seasonal event (which is happening now) whereas Bacon Cupcake is available only during Nightwraith's Birthday seasonal event from a mission chain, not the achievement shop. The Bacon Cupcake is obtained from the mission Cake and Bacon provided by Titan which is available during Nightwraith's Birthday event. The mission chain is initiated by Nightwraith as outlined on this page here.
To be clearer, Birth of Titan is only available when Titan's season stuff return about a week or two before his birthday (11th August). Bacon Cupcake is not scheduled to return for this event, it is scheduled for return on Nightwraith's Birthday event which occurs a week or two before his birthday (11th November).
