Hey I'm not sure if this is intentional but every level of battery back up increases the energy gained by +15 with the exceptions of level 1 to 2 which has a delta of +5 (198->203 at lv 40) and level 2 to 3 with a delta of 25 (203-228). The deltas in all of the other skills that I've looked at appear to increase uniformly, such as assimilate gaining a +10 every level, intimidate gaining a +2 strength debuff per level, massacre increasing by 10% per level, etc. Since these two discrepancies average out to a delta +15, and no on really runs battery back up at level 2 or 3 besides low level players who are unable to invest more skill points I'm guessing it was overlooked by most people. I haven't played in quite some time, so my apologies if this was reported or already acknowledged. Thank you.

Wow, yeah that's probably a bug. They've been making quite a few balance updates over last few months, must have made a typo somewhere.

Just to make it clear.
Right now it looks like the base progression for Battery Backup (on TLM, not sure about Mages) is this:
Level 1: 165 Energy Restored
Level 2: 170 Energy Restored
Level 3: 195 Energy Restored
Level 4: 210 Energy Restored
Level 5: 225 Energy Restored
Level 6: 240 Energy Restored
Level 7: 255 Energy Restored
Level 8: 270 Energy Restored
Level 9: 285 Energy Restored
Level 10: 300 Energy Restored

And it should be this:
Level 1: 165 Energy Restored
Level 2: 180 Energy Restored
Level 3: 195 Energy Restored
Level 4: 210 Energy Restored
Level 5: 225 Energy Restored
Level 6: 240 Energy Restored
Level 7: 255 Energy Restored
Level 8: 270 Energy Restored
Level 9: 285 Energy Restored
Level 10: 300 Energy Restored
