Energy Storm reduces enemy energy by 25% of weapon damage, Spirit Well absorbs enemy energy by 25% weapon damage. Spirit Well is a varium only core that is better in every way than Energy Storm, giving much easier wins much more often. Is it really fair to create new cores that outclass old ones in absolutely every single way?

Well, Energy Storm can be used on two targets, so there's that. But yeah, I think an effort needs to be made to buff a lot of old cores. Too many of them are terrible, including past promos.

I've always thought there should be way more multiple use cores so that they can function more like actual skills. That could be a way to buff most mediocre cores. Like if Energy Storm had a 4 turn cooldown, it would give the core some more potential, even if it wasn't a direct buff to the effect itself. Same with Jack-of-Fire/Spirit Thorns, all of those useless armor cores, etc., etc. Of course a hard buff to a lot of stuff wouldn't hurt as well.
