I'm attempting to train my blacksmithing on a new character, but when I go to Yulgar, he doesn't have the 'Crafting' button.

Do I need to be a certain level to unlock it?

Do I need to pass some sort of a quest?

Yes, you will need to complete the quest Aftermath from the Fire War before you are able to craft weapons in Yulgar's Forge from Falconreach (this replaces the "Talk" option). Alternatively, you may travel to Battleon by clicking the 'Epilogue' button from the Fire War, and craft weapons there without having to complete any quests.
