did it reduce block odds from all melee attacks or just the basic strike? even the armor one affect just the basic?

Going by the Lucky Strike Wiki Page

"Decreases the target's chance to block your strike by 9%."

Last updated 19th of May 2019, as far as I can tell, just the regular Strike.

Yes, it only affects the normal strike.
