Ok so trigger items have some balancing problems not only the MC no downtrigger but i will discuss the MC no downtrigger here first as this problem is simple to solve and mathematically unbalanced.

Currently general consensus for trigger items is the fact that they deal +10% damage versus Monster type and -5% damage versus anything else. There isn't much to discuss here (for now albeit there are problems here too for another day).

Taking for example a weapon like Purifying Crescent Blade it has a trigger on average +10% damage versus Undead.
However the weapon is also Mastercrafted but instead of getting a plain extra 5% damage MC it gets no downtrigger MC.

The problem is that if the weapon had just a plain +5% damage MC instead of no downtrigger (which is supposed to be worth a MC) we will have :

Purifying Crescent Blade : Trigger = +~10% damage versus Undead AND +5% damage MC (note that downtrigger penalty happens if weapon is NOT triggered)
Downtrigger : Standard damage versus anything else ( so -5% for downtrigger +5% damage MC )


As we can see there is a mathematical problem with MC no downtrigger rather than MC +5% damage, mainly the no downtrigger MC being worth less than a plain 5% extra damage MC.

I think master craft no down trigger is worth 0.95 * (+ 5 % damage master craft). How often does the up trigger get used?

If a fix is needed, increase the damage on up trigger by (+ 5 % damage).

Yes that is what needs to be done while i have shown some mathematically imbalances between MC no downtrigger and MC +5% damage for trigger items.
