How are we supposed to level up our alchemy and spellcraft reputations quickly and get the Scroll of Ethereal Slumber without having to go search and grind for the materials for hours that also require a dragon runestone as a catalyst with no supply of runestones to be had?

For potions go to /orecavern and kill the mole and mushroom on the second screen for Arashtite Ore and Dried Slime. Alternatively you can go to /lair and kill the dragons for Dragon Scales (and Ice Vapor), which is also one of the ingerients for Divine Elixirs which I feel is what you're looking for. Alter-alternatively, if you have some gold to burn you can buy bulk Necrot and Chaoroot from Swindle.
For spells, craft them from the Zealous category. Make Furious Gale scrolls until you're Rank 8, those are the quickest to drag and drop since they're just two pairs of symbols. Guardian Blast is three symbols but is also pretty easy to memorise.

However I do agree, we are in mighty need for a restock on those.

No, that is not what I am looking for. It is the Scroll of Ethereal Slumber for the ArchPalladin questline. However, I do appreciate you giving me a quick way to rank up SpellCraft.

farm mystic parchment and merge it to hallow ink and make any spell from hallow rune spellbook, every scroll you make give around 5k rep with boost
