When transformed into the armour the skill Bette laser eyes in melee/ranged costs 392sp but the magic costs 490sp is this a bug or not

No. Many magic skills cost 5/4 as much as melee/ranged skills to bring them to the same level of power since magic attacks are normally 3/4 as strong as melee/ranged attacks. The boost is bigger, so you need to pay more resources as compensation.
