12/11/2021 standard
INT overcharge spell damage
200% melee + (200 * 5 / 24)% melee = ~241.67% melee
[standard INT spell damage] + [extra INT spell damage] = ~241.67% melee

INT overcharge spell cost
125% melee + (125 * 1 / 3)% melee = ~166.67% melee
[standard INT spell cost] + [extra INT spell cost] = ~166.67% melee

STR overcharge spell damage
200% melee + (200 * 5 / 24)% melee = ~241.67% melee
[standard STR spell damage] + [extra STR spell damage] = ~241.67% melee

STR overcharge spell cost
100% melee + (100 * 1 / 3)% melee = ~133.33% melee
[standard STR spell cost] + [extra STR spell cost] = ~133.33% melee

STR spell under 12/11/2021 standard get (* 0.2) melee discount in spell cost.

Suggested standard
INT overcharge spell damage
200% melee + (200 * 5 / 24)% melee = ~241.67% melee
[standard INT spell damage] + [extra INT spell damage] = ~241.67% melee

INT overcharge spell cost
125% melee + (200 * 5 / 24)% melee = ~166.67% melee
[standard INT spell cost] + [extra INT spell cost] = ~166.67% melee

STR overcharge spell damage
200% melee + (200 * 5 / 24)% melee = ~241.67% melee
[standard STR spell damage] + [extra STR spell damage] = ~241.67% melee

STR overcharge spell cost
100% melee + (200 * 5 / 24)% melee = ~141.67% melee
[standard STR spell cost] + [extra STR spell cost] = ~141.67% melee

Suggested standard purpose is to ensure INT build and STR build are equal after 20 turns of combat. STR spell under suggested standard get (- 25%) melee discount in spell cost.

To be honest, I'm not sure what you're trying to get at here. Without a concise summary of your argument, I would be hesitant to make any supporting statement (especially given the last time we interacted on a GBI, the numbers you provided were not particularly reliable). I'd just like some more context before I provide a proper response.

Assumption
Player generate 500% melee in sp over 20 turns.

12/11/2021 standard
Number of turns casting standard STR spell damage
500% melee / 100% melee = 5
500% melee / [standard STR spell cost] = 5

20 turns cycle for STR build using standard STR spell damage
100% melee * 15 + 200% melee * 5 = 2500% melee
[standard STR melee attack] * [number of turns performing standard STR melee attack] + [standard STR spell damage] * [number of turns casting standard STR spell damage] = 2500% melee

Number of turns casting overcharge STR spell damage
500% melee / (400 / 3)% melee = 3.75
500% melee / [overcharge STR spell cost] = 3.75

20 turns cycle for STR build using overcharge STR spell damage
100% melee * 16.25 + (200 * 29 / 24)% melee * 3.75 = 2531.25% melee
[standard STR melee attack] * [number of turns performing standard STR melee attack] + [overcharge STR spell damage] * [number of turns casting overcharge STR spell damage] = 2531.25% melee

Overcharge STR spell cost under 12/11/2021 standard is too low.

Suggested standard

500% melee / 100% melee = 5

[standard STR melee attack] * [number of turns performing standard STR melee attack] + [overcharge STR spell damage] * [number of turns casting overcharge STR spell damage] = 2500% melee

Overcharge STR spell cost under suggested standard is (425 / 3)% melee.

Looks about right.

On normal Magic spells, you pay MP for +125% Melee damage.
On overcharged Magic spells, you pay +1/3 of the cost, so you should gain +(125/3)% Melee damage, which is +(125/6)% = +20.83% spell damage.

On normal Melee skills, you pay SP for +100% Melee damage.
On overcharged Melee skills, if you're paying +1/3 of the cost, you should gain +(100/3)% Melee damage. However, right now you're gaining +(125/3)% Melee.

Probably the easiest way to fix this is to up the cost so that it's +5/12 the cost.
