A Tarrey Town-esque escapade in DF eh? Sounds kinda cool. I imagine something like this could actually be pretty beneficial story-wise. All of the folks that abandoned Willowshire might want some place new to call home, right? In terms of how I would go about it, well since this a thought experiment, why not imagine that such an endevour might occur in response to an opportunity. Let's say that the change in the climate of the Deadlands due to the Proclamation Rift leads to a transformation of its environment. Where there was only a dark, barren, undead-infested wasteland, there is now a vast green region covered in grasslands and young wetlands. No need to clear land when one has the chance to reclaim land once thought lost to the devastation of an ancient elemental war. Heck, you could even tear down some of nearby Willowshire for the building materials. Keeping Tarrey Town in mind, I like to think of a place for people from all over the Land of Dragons and possibly beyond to settle. Not only former townspeople of Willowshire as I've mentioned, but also displaced Gnomes from Popsprocket, Ice Elves from the Northlands, people of Dragesvard who aren't keen on fungi or dragons, immigrants from Azaveyr, refugees from Duat, and anyone just looking for a fresh start. Would probably be best to keep the Rose out though, since they don't exactly have the best track-record with non-human races, to put it lightly.
