You can buy the painting around the Lunar New Year, so it'll appear around late January/early February.
The misc doesn't offer anything notably distinct outside of the "click to boost your LS rate". That mechanic is quite unique, as other miscs typically enforce a lean rather than apply a straight boost (e.g., the Frostval Crowns). As for whether it's worth buying, I think that's more dependent on your setup. The only thing I would point out is: will this be useful to you if you plan to apply large amounts of hypercritical?
