On the balance thread it says there is a minimum of 0% so there is no way my support build should be getting crit on from someone with bare minimum support or even a focus 5.

If they use a skill that has a 25% base crit chance or they're using a crit chance core it will override the minimum since the core crit chance is added in after support differences are calculated.

That would probably account for it since it is usually full cored players.
