Rage doesn't affect block rate in any way. A normal strike and a rage strike will both have the same chance to be blocked.
And most Strength mercs now are putting in much more Dexterity in their builds, which is why you aren't blocking them so much anymore. Where they had 40 or 50 Dexterity before, Strength Mercs are now using 70+ Dexterity.
As for luck, yes each individual block is pretty much just luck but over a longer period of time, someone with higher Dex will be blocking more than someone with lower Dex.
