^ The statement there is in the past tense suggesting to some that you may not modify the picture after it has been submitted.
But because of the confusion Practel cleared some things up by stating,

However, editing your photo in a photoeditor like Gimp or PhotoShop is agains't the rules, and will get you disqualified. You can however, edit your forum post until the contest is done.
Although Practel is not a mod, he is a tester and works closely with them so I believe it is from a reliable source. Adding words is still editing the photo so the answer is no.
