It cannot be passive because it'd be pretty much Energy version of BL, and to make it a passive, you'd have to drop PA (Devs said it's staying) or Malf, and I doubt players would want to lose Malf. @above SC shouldn't be reliable EP regen, since it's an active. Up to 25 Energy back every 3 turns? No. With PA and Malf, it'd be game-breaking and so much potential for abuse. Then what about Frenzy? It'd look crap compared to SC and it's HP version of SC really. How about a bit more sensible suggestion? You realised it was nerfed in the past due to giving back TOO much Energy, and your suggestion is reversing that and worse.
