Imbalance in classes will make the rewards abuseable, because one can stall and those with fast kills will lose out on it. You ignore the point. If they can calculate this suggestion, why weren't level scaled rewards done already? They weren't feasible and nothing was said past that, and this was said in Delta. It takes much time? No. It's not possible with the current engine. Whether you make numbers low or high, inflation still occurs. Exp curve has already been made and you have to calculate STANDARD battle length for the curve. Give or take for different builds but with class imbalance, it's impossible. Inflation and reforms.
