There is quite clearly a problem here. Let's not look at the fireball versus plasma bolt as a comparison but at plasma bolt and the caster build. Essentially we have a build that is a tank- defenses are 30+ with the +10 armor in defense and resistance is 35+ with the tech stat abuse, that can easily acquire energy-reroute+an unblockable assimilation which not only gains energy, but steals it, and a skill which at level 3 only costs 17 energy, can deal 70+ damage, only has a 2 turn cool down, has no warm-up, and can't be blocked or deflected. I mean seriously, looking at the plasma bolt alone (level 3-17 energy, 70+ damage, 2 turn cool down, no warm up, not blockable/deflectable) if this doesn't look like a problem then tell me, what is?
