Water is not actually that conductive on its own, things dissolved in it make it conductive. According to this, pure water is about six orders of magnitude less conductive than sea water - to put it in an awkward way, it requires the same effort to go through 1mm of pure water as it does to go through a km of sea water. (Don't quote this, though, it's really not accurate at all.) So, to answer that, he's simply going to remove all impurities from the water around him.
