Will there or is there a way for people to have their characters rated by staff as well as other players and advice and suggestions offered to help that player to make improvements to their characters by suggesting better equipment, spells, stat changes and whatnot?
I got the idea from this pagehttps://sites.google.com/site/ubearaq/characterratings

I bring this up because I think this can benefit players and help them to get a grasp on things they can do to improve their characters and to get stronger better gear or win more often in challenging battles.

Character Ratings state the AQ Q/A allow ratings, in which players recommend equipment and builds.

Oh ok but players don't link their character pages for review by other players or by mods or anything for more personalized help?

If you must, the AQ Reddit's Character Questions Megathread does have people providing advice to specific characters. I'm sure players on Discord would also be willing to provide answers to directed questions. However, both are highly likely to point you to a general guide first to fill out your inventory with readily available BiS items.

Players often ask for specific ratings and advice here (example, this thread). Just use the basic template that the OP uses, which does involve linking your char page. Alternatively, as Robyn suggests, you can use Reddit or Discord but it is extremely common to get the kind of help you're asking for here.

Alright!
I do appreciate the help that you guys have provided so far, but would it be alright if I asked for a character rating here and now?
Level: 150
Build: Hybrid

Please let me know what you guys think of my present gear and present build. It's something I'm experimenting with at the moment and feedback is very welcome. Thanks!

In addition to everything Ash mentioned, it's also a good idea to pick up Love Potion since Snugglefest is here.
You must decide between a Dex Hybrid as you have been using or a Dexless Werepyre Hybrid as is recommended by Ash. You must also decide between playing as you have in the past or nuking everything as is common in the current meta. The equipment that is recommended for you depends highly on your desired playstyle.

Thanks for the tips guys! I really do appreciate it.
I did end up nerfing my END to boost my STR and INT to 250 and I'm working on acquiring some of the items/gear you suggested.

Also, stack up on GGBs. Your priority should be getting a pair of booster pet and guest based on your attack type. A Werepyre Hybrid would normally attack with magic weapons for the increased boost from miscs, so if you go that route, dual Poelalas is best. If you plan on playing a traditional hybrid, then you'll attack with melee weapons, so you should get dual Dunamis. Pet Dunamis comes with the 20,000 Z-tokens package, so you'll need to pay some money to play optimally if you go that route.

You guys recommend that I get FO light and dark armor, but what about shadows?

Shadows aren't something one needs to fight often. Take out Ultimon's Armour for those occasions if you need to. Exalted Paladin Guard from the Paladin Shop also helps deal with them. However, since you already have Ultimon's Armour, you probably won't have to face any shadow monster that's too difficult. Even then, a decent meta character should do sufficient damage to beat any normal shadow monsters without any real issue.

I'm presently doing some experimenting with my stat points. I kept both STR and INT at 250, but I nullified END to 0 and put those points into DEX even though my character is a werepyre.
I think experimenting and trying new things is an important part of the game and, if you're willing to experiment, even if what you're trying ends up not working, you can benefit yourself as well as others by letting other players know if what you've tried has worked or hasn't worked. As if yet, it's too early to tell whether this experiment of mine is successful, though I'm hopeful it will be. Especially with some DEX boosting miscs that also boost STR and INT.
