Cannot access Baughlmurk & timeline Question

 So I came back to the game after a few years of inactivity, and I left off on my weapons of light and darkness at lv. 44. Apparently I need to go to Baughlmurk cape to continue upgrading the doom scythe further, however when checking the travel map it says the location is innaccessible. How do I get there, and if not, is it even possible for me to upgrade my weapon further?

As a second question, since my last gameplay recording was from late 2016, I cannot remember where I left off in the timeline of book 3. I vaugely remember fighting the rose, and teaming up with my "soul partner" (?). Anyway when checking the timeline there is a blue indicator on the "meet up with your soul partner" part of the timeline in ravenloss. However I cannot find the icy guy anywhere. Any help would be appreciated, thanks.

You may be trying to access Braughlmurk Cape from Book 3, access can be found in Book 1
(specific instructions per the 'pedia entry: Travel Map (Books 1 and 2) -> Braughlmurk Cape -> Take me there!, Falconreach Inn (Books 1 and 2) -> Up -> Right -> Down -> San Robin & Roblos -> Adventure! -> Braughlmurk Cape)

As to the second part of your question, I believe you may be looking for the "Just Chillin'" quest.
(specific instructions per the 'pedia entry: Unvoided Ravenloss (Book 3) -> 2 Down -> Left -> Up -> 7 Left -> Enter house with icy blue markings -> Aegis -> Just Chillin')
