Comparing effects to damage is a bit flawed. One is used for damage, other for it's effect. One deals bonus damage + unblockable, other deals standard damage + blockable + effect instead. 10% is overshotting the nerf drastically, hence why this won't even happen. You're basically doing what Devs did with CHs once - introduce PA and nerf SC to oblivion, which is what would happen here. 10% wouldn't even be efficient - the core would end up being garbage not worth Energy. You'd be better off with likes of Curse even. Bringing it down to around 30% would solve the job. 20% can be significant, especially when people try to counter it with likes of Generator or double Heal, because we're talking at a good 150-200+ HP difference with double Heal, or around half of that with Generator - although, that depends on your Def/Res lean. And if you try pointing out that I use this weapon, yes, bought it last week, but I've suggested ^ this around the time this core came out, so I'm not biased. In fact, wanting to nerf the core and using it should also count for something - usually people enjoy being OP and get furious after it gets nerfed. quote:

Look up the definition of balance, before you create a balance thread. There's a difference between "balance" and "bias", a big one at that.
