 the 85% of dmg is remaningl effect from the times when cores had no mana cost, the devs add the mana costs to the cores but forgot that 85% was the price of use a core.

Well now that guns scale with dex instead of str I don't quite see the problem in azrael's will.

Dex builds use this core quite a bit and this gun before it's energy cost was added was massively overpowered. You literally have the power to force your opponent to do something they don't want to so the cost for it is more than justified to balance it.

Oh im sorry I completely forgot about removing the cost suggestiong. My point is now that azrael's will doesn't synergyse so well with STR builds and has a reasonable cost of 160 energy, I think it should have 90%-95% dmg instead of the 85% WHILE keeping it's cost. Thats what i didn't see a problem with. Also, dex builds have no other way of dealing damage except with their gun and spell or 2 (depending if it's a BH/TLM/BM/TM) and energy stealing spells also can cut them short.

 i am suggesting remove the mana cost for the 85/90% core or juust make it 100%

If the cores do 85/90% it's because they were overpowered and dev had to nerf them. You cant make them to do 100% damage without a good reason.

IIRC the reason they did this was to make these cores be more about their effects and less about damage if they are indeed effect cores. It is the same reason why Assimilation and Energy parasite which also do damage also do less that 100% damage.

 all cores had no mana cost, their add the cost but don't set the dmg 100%, the only reason to cores inflict 85% dmg was the price for their effect.
