I'm a little confused as to why those particular badges are represented by placeholders- why mention them, then leave them blank for months/years?

I'd guess that the artwork for three badges is relatively simple, so do you guys think it's trouble with tracking waves across wars or something?

The biggest reason is likely that there are *so many* small, quality-of-life improvements to be made to the game. Verly and Dove have a long, LONG list of changes of this difficulty and magnitude - many of which rank higher in priority due to actually influencing parts of gameplay. With only two full-time staff, they need to pick and choose what to do in order to best optimize both the player's experience and their own time.
