There is no problem in not providing exact numbers if one doesn't know the balance standards, although relative numbers are useful to keep the flavor as close to what's on your mind, if a suggestion is truly inspirational to the Devs, they will be able to calculate the undefined numbers themselves. Juvenile Void Dragon was a GGB pet that was Void element, it simply receives *.5 due to Void being 200% on top of other penalties. Standard triggers are worth 10%, its only the elemental Dragonblades that have both element and dragon type triggers that give it an extra 5%. Snakinator's Attacks can use some relative numbers as that would give Devs a foundation to structure the damage ratios of each attack. Leaving one unstated gives breathing room to keep the final product original to the suggestion, as without knowledge of balance, having three values all stated could produce an imbalance, which leads to balance tweaking that will deviate from your numbers. There is also no need to shy away from equipment that has a chance to harm the player to provide a boost against the enemy, there are existing pets such as Peace Zard, Controlled Platopulse and Chiaro Symbiote. I recommend checking out existing equipment before making a suggestion to try not to overlap in both effect and element, my equipment listing guides in Pending Guides contain links to items that have not been entered into the outdated Encyclopedia yet.
