Alright so I tried a little experiment today. I'm level 33 Cyber and I put ALL 128 stats into dex + weapon enhancements.

I went into a few 1vs1 fights and here are my results

-mutli averaged to only do 50 damage, even with a low leveled malf
-I got blocked 5 times in one game
-someone hit me for 20 damage with a physical weapon

Are you kidding me?

so my point is:

-buff multi (seriously 50 damage is pathetic for someone who invests ALL their stats in dex, I saw TMs in 2vs2 who got 60 on plasma without investing much tech, like 111 )
-do something with the new RNG (oh boy I miss the one in delta)
-make dex more defensive I guess?

Multi is designed to be used in 2v2, hence weaker. How so? Compare Bolt to Multi, in 1v1. Exactly. Blocked 5 times? That's great. What was their Dex? High Dex doesn't guarantee they won't block and you will, they still have a change depending on the difference + did you take into account Ninja Reflexes - these raise base % for Blocks.
Lastly, 20 damage with Physical weapon, right? 126 Dex = 34-41 Defence + Armor (I'll assume +10) -> 43-51 -> since L35 weapon deals 35 damage (or 36 for Swords) then it leaves very little difference, thus low Str will already make base damage of 3. Now any additional bonus from Strength will make it higher. You are NOT supposed to be invincible only because you have 126 Dex. That's the penalty for having such high stat and forgoing everything else.

- Buffing Multi? Then buff all of them. Your TM example in 2v2 seems even more unlikely unless they raged or critted. Why unlikely? Because they deal 85% damage in 2v2 and with lower Tech, they shouldn't get as much. Thus crit or rage.
- New RNG? The same as before but the cores raising base chance. Blocks were already nerfed by getting lower base % and slower progression. That was back in Delta and it's the same ever since.
- Dex more defensive? Then so will Tech because these are equal. With diminishing returns, you'll be forcing players to tank even more thus Focus 5 will get even more common than it can be.

and just to add on how ridiculously low the damage is
at max lvl, on equal dex/tech (116)
plasma bolt out-damages plasma rain by 10 points.

plasma bolt 78 at max, plasma rain 68 at max.

ohh but wait thats not all, you only get 85% of that 68.
68 x .85 = 58

make that 20 damage difference.

Plasma bolt scales faster then any offensive move in the game so what do you expect? Plasma bolt needs 3 tech to gain one extra bit of damage while plasma rain needs 4 dex to increase by one.

Lel. Bolt/Fireball, 31 EP at max as opposed to 32 EP for Multi on 1v1, higher damage than Multis (even Fireball). Totally, they should be stronger. Oh wait, they deal 100% damage on 1v1 but weaker than likes of Bolt/Fireball which are designed for 1v1, whist Multi is self explanatory.

skills should not be based on modes. they should be balanced to work with all modes.

^Agreed .

ON TOPIC :

Well they should be buffed because the stat they're progressed on is the easiest to counter and -not to forget - the only ones that can be used ( as offense OFC ) with the same stat .
