Copying Kam's dev notes:
Dread Scythe and Galaxythe
Ranged Darkness Scythes and Ranged Energy Scythe, respectively. -3 BtH lean, both are no-special, so +9% damage.
Dread Scythe's MC is attempting to inflict -40% damage Panic on the enemy 10.47%*(Hits/Attacks) of the time, 50/50 save, player STR/LUK against monster CHA/LUK.
Galaxythe does +5% damage, but also can swap between a standard no-special mode and a 100 proc no-special mode.
[IMR Notes on Dread Scythe:
1) Does +5% damage if the monster is already Panicked.
2) Darkness-element monsters are immune.
3) The save is at a +0 bonus
4) The -40% is modified by the monster's Darkness resistance. So if the monster has 200% Darkness resistance, then the monster takes -80% damage (which shows up as "monster does 20% damage" in the status description).
