I'd say it would be worth at least doing a quick balance pass on them. Players don't truly want literally unbeatable things, however things that require a super-specific strategy is fine. They want things that feel unbeatable but aren't. I currently do not know whether they are or are not able to be defeated with the perfect strategy, however, I do not think anybody truly means for them to never be beaten. If they are meant to be literally undefeatable, then you want to reward players for how close they get, otherwise it is a complete waste of time for the player. I'm not claiming that the system currently works either of these ways, because I have not tried the current iteration of legendary NPCs, just some general design guidelines.
